NOB- Bharat news: Warning for motorists who break traffic rules. If you are negligent in traffic rules, you will have to pay the appropriate price. The Center has proposed key amendments in the payment of challans. According to this, Challans should be paid within 45 days. If there are more than five challans on vehicles, the license may also be cancelled. From now on, motorists have to be vigilant. According to the details, the Central Transport Department has proposed these key amendments in the Central Motor Vehicles Rules-1989 (Motor Vehicles Act). In this order, the Central Transport Department has brought many new strict rules regarding the action taken on challans. To this extent, the draft rules notification has been recently released. It has been said that issues like issuance, payment and appeal of challans should be expedited based on digital monitoring and automation. It has been clarified that if the rules are violated, the relevant authorities should issue a notice in electronic form to the vehicle owner within three days and send a notice in physical form within 15 days.

According to the new rules

  • According to the MV (Motor Vehicle) Act,  If there are five or more challans on a vehicle the relevant authority has the power to suspend the driving license.
  • In addition, the existing rules regarding the license will also continue to apply.
  • According to the new rules the challan payment deadline must be met within 45 days. Currently, the challan must be paid within 90 days.
  • If the challan is not paid, the police have the power to seize the vehicle.
  • If the challan is not paid on time the transport department will not allow any transactions on the said vehicle.
  • For this reason, the sale or purchase of the vehicle cannot take place. Along with the change of address and name in the license, renewal is also not possible.
  • Currently, challans are being issued in the name of the vehicle owner.
  • According to the new rule, If it is proven that the owner was not driving the vehicle at the time of driving then the person who was driving will be held liable.

Reception of objections: The Center said that if there are objections and suggestions on the draft rules proposed by the Union Transport Department, they can be sent to the Additional Secretary in the Ministry of Road Transport in Delhi. It has also been suggested that an e-mail can be sent to comments-morth@gov.in.
